There have been recent demonstations showing that light can be speeded up and slowed down.I have thought of the speed of light as being a constant from it's point of origin in a vacuum.Obviously in a medium the average speed drops but since there is vacuum between the particles of matter it seems best to describe the slowing as being completely a function of what I call quantum reflex time.In a macroquantum such as the cesium vapor chamber where light was sped up one would expect an functional increase in speed of a wavefront but not any deviation from C by any photon.Just a larger space between where the original photons are absorbed into the macroquantum system and where the new photons are created and shot out.
